What is Section J of the NCC?

Section J is Part J of the National Construction Code (NCC) Volume One. It sets the minimum energy-efficiency requirements for every commercial building in Australia — offices, retail, hotels, apartments, warehouses, healthcare and assembly buildings (NCC classes 2–9). Class 1 dwellings sit under NatHERS and the residential DtS path in Volume Two instead.

A Section J report is the document a certifier needs before issuing a building permit. It demonstrates compliance through one of two pathways: the prescriptive Deemed-to-Satisfy (DtS) path that checks each element (wall R-value, glazing U-value, HVAC efficiency) against a minimum, or the performance-based JV3 verification that models the whole building and compares its predicted energy use to a code-compliant reference model.

  2. Building-services / mechanical engineer — preferred for Class 5–9 buildings where J5 HVAC modelling dominates the report.
