Section J vs JV3 — Which NCC Compliance Path Do You Need?

Section J is the energy-efficiency target in the National Construction Code. JV3 is one of the verification methods used to hit it. Here's a decision tree, a side-by-side cost comparison, and clear rules for when to choose each.

The short answer

Section J is what you have to comply with. JV3 is one of three ways to prove it. If every element of your building already meets the elemental Deemed-to-Satisfy (DtS) rules — R-values, glazing U-value and SHGC, HVAC efficiency, lighting power density — a plain DtS Section J report is enough. If your design breaks one of those rules on purpose (more glass, exposed slabs, a heritage façade, an atrium), you need JV3 to show the whole building still performs.

Decision tree — which path fits your project?

1. Is the building Class 1 (a house or townhouse)?

Yes: Section J doesn't apply. Use NatHERS + Whole-of-Home. See the residential JV3 guide if elemental DtS fails.

No (Class 2–9): Continue to step 2.

2. Does every element meet the NCC 2022 DtS minimums?

Check R-values (roof, wall, floor), glazing U-value and SHGC, HVAC COP/EER, lighting power density, sealing, and on-site energy monitoring.

Yes: Use the DtS Section J pathway. Fastest, cheapest — a standard Section J report is all you need.

No: Continue to step 3.

3. Are the non-compliant elements deliberate design features (large glazing, atrium, heritage façade, exposed thermal mass)?

Yes: Use JV3 — a whole-of-building simulation proves the design uses no more energy than a DtS reference model.

No, they can be redesigned: Bring them back to DtS and lodge a plain Section J report — cheaper and faster.

4. Is the project a mixed-use tower or complex retrofit with heritage constraints?

→ Consider JV3 plus NABERS-Energy commitment for Class 5 offices > 2,000 m² (BEEC/CBD Act) — a specialist ESD consultant should scope this early.

Brief: Standard commercial tenancy in a Sydney business park. Punched-window façade (~30% glazing), new VRV HVAC, LED lighting throughout, no atrium or feature glass.

Pathway: Deemed-to-Satisfy Section J. Every element sits inside NCC 2022 minimums — no design trade-offs needed.

Why not JV3: Simulation would add $6K+ and 3 weeks of turnaround for zero design benefit — nothing is being traded off.

Example 2JV3 Verification

Six-storey apartment block — Class 2, floor-to-ceiling glazing

Brief: 42 apartments in inner Melbourne. Architect wants uninterrupted 2.7 m glass to living rooms; ~55% glazing ratio on the north and west façades. Would fail the DtS glazing calculator by a wide margin.

Pathway: JV3 (Verification Using a Reference Building) — model the whole building in IES-VE against a DtS reference, then offset the extra glass with higher-performance glazing, deeper shading and better HVAC efficiency.

Why not DtS: Reducing glass isn't on the table architecturally, and BASIX (NSW) or NatHERS 7-star apartment thermal still runs in parallel — JV3 handles the Section J side.

Deliverables to request on the quote:

  • JV3 verification report signed by a suitably qualified practitioner
  • Reference-building vs proposed-building annual energy comparison (MJ/m²)
  • IES-VE / DesignBuilder / EnergyPlus input file and assumptions log
  • Glazing specification schedule (Ug, SHGC, VLT) locked into the model

Example 3DtS Section J

Industrial warehouse — Class 7b/8, 2,400 m² with small office

Brief: Insulated tilt-panel warehouse in Brisbane with a 180 m² office at the front. Roof R3.7 blanket, translucent roof sheets < 15%, split-system A/C to the office only.

Pathway: DtS Section J for both the warehouse envelope and the office tenancy.

Why not JV3: Warehouses are the classic DtS win — low glazing, simple services, generous element budgets. Simulation adds cost with no upside.

Deliverables to request on the quote:

  • DtS Section J report split by conditioned (office) and unconditioned (warehouse) zones
  • Roof insulation R-value + downrating for skylights / translucent sheets
  • Wall + roller-door sealing schedule (J3)
  • Lighting power density for both office and warehouse floor
  • On-site energy monitoring statement (J9) if > 2,500 m² gross floor area

Typical fee 2026: $2,500 – $4,500 · Turnaround: 1–3 weeks

Example 4JV3 Verification

Heritage-listed boutique hotel — Class 3, adaptive re-use

Brief: Late-1800s masonry building in Hobart converted into a 24-key hotel. Heritage overlay locks external walls, window openings and roof form. Existing walls sit around R0.7 — well below the DtS minimum for climate zone 7.

Pathway: JV3. Compensate for the retained heritage fabric with a high-efficiency VRV system, hydronic in-slab heating on off-peak, LED lighting well below DtS LPD, and heat-pump DHW.

Why not DtS: External wall R-value cannot legally be increased — DtS would automatically fail.

Deliverables to request on the quote:

  • JV3 report with explicit heritage-fabric derogation and reference-building offset
  • Thermal-bridging assessment for retained masonry and cast-iron elements
  • HVAC + DHW efficiency schedule as modelled (COP, part-load performance)
  • Airtightness assumption + optional blower-door test pre-fitout

Example 5JV3 + NABERS Commitment

Mixed-use podium + office tower — Class 5 > 2,000 m² NLA

Brief: 14-storey Sydney tower with retail podium (Class 6) and 9 upper office floors (Class 5, ~11,000 m² NLA). BEEC / CBD Act triggers a NABERS-Energy commitment at 5.5 stars.

Pathway: JV3 for NCC Section J compliance, paired with a NABERS Commitment Agreement. Both use a whole-of-building energy model; scope them together to avoid duplicate simulation fees.

Why not DtS: A 5.5-star NABERS target usually forces glazing, HVAC and lighting selections that a DtS-only path can't credit against each other.

Deliverables to request on the quote:

  • JV3 report covering retail + office as separate NCC classifications
  • NABERS Commitment Agreement modelling and letter of endorsement
  • Base-build vs tenancy split so future fit-outs can lodge their own DtS Section J
  • Peer-review statement from a second ESD consultant (often required by tier-1 clients)
  • On-site energy metering plan (J9) aligned with NABERS sub-metering
  • Post-occupancy tuning allowance to close the modelled-vs-measured gap
