This continental climate demands homes with excellent thermal performance in both heating and cooling modes. The ACT Government has led Australia in climate policy, with 100% renewable electricity since 2020 and ambitious targets for building efficiency. This makes energy ratings particularly important in the territory.
The ACT has some of Australia's most progressive energy efficiency requirements. Under the Climate Change and Greenhouse Gas Reduction Act 2010, the ACT targets net-zero emissions by 2045. New homes must meet stringent energy efficiency standards beyond the national minimum.

The ACT Sustainable Household Scheme offers zero-interest loans for solar, batteries, electric heating/cooling, insulation, and EV chargers. The Energy Efficiency Improvement Scheme provides further rebates.
The ACT has led Australia on energy disclosure since 1999. If you sell a house in Canberra, you must include an Energy Efficiency Rating (EER) in the sale contract — a legally required NatHERS-style rating from 0 to 10 stars. It appears in every listing on Allhomes and Domain, and it directly affects sale price: analysis by the ACT government shows each additional star adds roughly 2–3% to sale value.
Canberra sits in NatHERS Zone 24 — a continental climate with genuinely cold winters (regularly below -5°C in Tuggeranong and Gungahlin) and hot, dry summers (35°C+). Homes need to perform in both directions, which is why ACT assessors focus on:
The ACT's flagship rebate program offers zero-interest loans up to $15,000 for upgrades that improve your EER — heat pumps (reverse-cycle and hot water), solar, batteries, ceiling insulation, double glazing and EV chargers. Getting an EER first is the most reliable way to identify which upgrades will move your rating and unlock the loan.
From April 2026, the ACT extended EER disclosure to rental properties — landlords must disclose the EER in the tenancy agreement and any advertising. If you own an investment property in Canberra, an early NatHERS assessment (before listing) protects you from tenancy disputes and typically pays back within one lease cycle via reduced vacancy.

Most ACT assessors deliver an existing-home EER within 3–7 business days for $400–$650. New builds from plans (which need a full NatHERS certificate for building approval) usually run $550–$850. Given the ACT's small footprint, there are no travel surcharges — Queanbeyan and Jerrabomberra (technically NSW) are usually serviced by Canberra assessors at the same price.
